नई दिल्ली । केन्द्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) की सेंट्रल टीर्चस एलीजिबिलिटी टेस्ट (टेस्ट) के नतीजे बुधवार को घोषित किए गए। अबकी सीटेट परीक्षा में बीते साल की तुलना में पंजीकृत आवेदकों की संख्या कम थी, लेकिन नतीजे बीते साल की तुलना में तीन गुना अधिक आवेदक सफल हुए हैं। सीबीएसई द्वारा यह परीक्षा 21 सितम्बर को देश-विदेश के विभिन्न परीक्षा केन्द्रों पर आयोजित की गई थी। इसमें पेपर एक व दो में कुल 37 हजार 472 आवेदकों को सफलता हासिल हुई है जबकि बीते वर्ष सफल उम्मीदवारों की संख्या 13 हजार 428 थी। इस बार पेपर एक की परीक्षा में पास फीसद 11.95 रहा है, वहीं पेपर दो का पास फीसद 2.80 रहा है। मार्च 2014 के नतीजों में पेपर एक का पास फीसद 3.39 व पेपर दो का पास फीसद 1.08 था

According to a release from the CBSE, 11.95% of those who sat for paper 1 of the test have cleared it while 2.8% of those who wrote paper 2 passed.

More than 2.8 lakh candidates appeared for paper 1 of the test. Clearing paper 1 is mandatory to become a teacher in classes from 1 to 5 under the Right To Education Act 2009.

As many as 4.59 lakh candidates sat for paper 2 of the test. Clearing paper 2 is a must to teach in classes from 6 to 8.

The test was conducted at 962 centres across the country and at two centres overseas on September 21. In Srinagar, the test was postponed due to the recent floods.

A release from the CBSE said that candidates could visit www.cbse.nic.in or www.ctet.nic.in to view their results.

The release said that, out of a totalof 206145 candidates who appeared for Paper I of the test, 24629 or 11.95 per cent had qualified. 
In Paper II, 459268 candidates appeared, of whom 12843 or 2.8 per cent qualified, it added.

CTET Answer Key  सीटीईटी में 15 प्रश्नों के दो उत्तर 28




जागरण संवाददाता, इलाहाबाद : केन्द्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) अपने ही प्रश्नों में फंसता नजर आ रहा है। बोर्ड ने 21 सितम्बर को आयोजित किए केन्द्रीय अध्यापक पात्रता परीक्षा (सीटीईटी) की उत्तर कुंजी में खुद ही अपने आप को गलत ठहराते हुए एक ही प्रश्न के अलग-अलग सेट में अलग-अलग उत्तर दिखाया है। बोर्ड ने कुल 30 प्रश्नों में से 15 प्रश्नों के दो-दो उत्तर जारी कर दिए हैं।1रविवार 21 सितम्बर को देशभर के कई केन्द्रों में आयोजित हुई इस परीक्षा में 6.98 लाख परीक्षार्थी पंजीकृत थे। बोर्ड ने प्रश्नों के सही उत्तर गुरुवार को जारी किये। उत्तर कुंजी जारी होते ही छात्रों ने प्रश्नों के उत्तर से मिलान किया तो सीबीएसई की बड़ी गलतियों का खुलासा हो गया। बोर्ड ने एक ही प्रश्न को अलग-अलग सेट में अलग प्रश्न संख्या के रूप में दिया था और जब उत्तर कुंजी जारी हुई तो उन्हीं प्रश्नों के दो- दो उत्तर जारी कर दिए। इसके अलावा कई प्रश्नों के उत्तर भी गलत जारी कर दिया। बोर्ड ने प्रश्नपत्र के क्यू सेट में भाषा के द्वितीय प्रश्नपत्र के प्रश्न संख्या 123 में कस्य ध्वनि: श्रूयते पूछते हुए इसका उत्तर दूसरे विकल्प वंश्या को बताया है जबकि इसी प्रश्न को टी सेट में प्रश्न संख्या 138 में पूछते हुए इसका उत्तर भेर्या: बताया है। इसी तरह से क्यू सेट के प्रश्न संख्या 124, 125, 126, 127, 132, 133, 135, 140, 142, 143, 144, 145, 147, 148 व 149 पर भी छात्रों ने आपत्ति जाहिर की। छात्रों ने बोर्ड के रवैये पर भी आक्रोश जाहिर किया है। सीटीईटी के एक ही प्रश्नपत्र के आधे प्रश्नों पर उठ रही आपत्ति बोर्ड के कई और गलतियों का संकेत दे रही हैं। हालांकि समय कम होने के कारण छात्र भी असमंजस में पड़े हुए हैं कि वो कैसे सभी प्रश्नों के सही उत्तर जांच कर सामने ला सकें। 25 सितम्बर को अपरान्ह जारी हुए प्रश्नपत्रों की उत्तरकुंजी के आधार पर बोर्ड ने 26 सितम्बर तक ही आपत्ति दर्ज कराने का समय दिया है।

CTET 2014 answer key to be released



 

 September 22, 2014 
Central Board of Secondary Education (CBSE) which conducted Central Teacher Eligibility Test (CTET) on 21st September 2014 at various centres across the country is expected to release the answer key in its official website soon.

Candidates who appeared for CTET 2014 may download the answer key soon after the release in the following official website at http://ctet.nic.in

To download the CTET 2014 answer key, candidates may follow the below steps:

Log on to the official website at http://ctet.nic.in

Find a way to answer key section.

Click the link titled as CTET 2014 answer key.

Answer key for the mentioned CTET 2014 will appear on the screen.

Candidates may take a printout of the published answer key.

CBSE earlier announced a recruitment notification for Teacher posts through online mode in the month of July/August. Eligible candidates were invited to apply for the mentioned posts and applications were accepted till 4th August 2014. CBSE has announced to upload CTET answer key 2014 in its official website within a short period.

Eligibility criteria for appearing in CTET for Classes I-V

Candidates should have Senior Secondary pass certificate with minimum 50% marks or should have 2- year Diploma in Elementary Education.

OR

Candidates should have Senior Secondary pass certificate with at least 50% marks or should have4- year Bachelor of Elementary Education (B.El.Ed).

Eligibility criteria for appearing in CTET for Classes VI-VIII

Candidates should have a graduation degree or 2-year Diploma in Elementary Education.

Candidates with minimum 50% marks in graduation or 1-year Bachelor in Education (B.Ed) may also apply.

Candidates with minimum 50% marks in Senior Secondary or 4- year Bachelor in Elementary Education (B.El.Ed) may also apply.

Based on the written exam held on 21st September 2014, answer key will be released on the official website. Candidates may check the answer key and make a rough judgement of their results. Discrepancies regarding the published answer key should be immediately notified before the stipulated date which will be announced along with the answer key. Late notification will not be accepted.

Over 600,000 primary teachers' posts lying vacant

Over 600,000 posts of teachers at primary level are lying vacant under the state sector and the national literacy mission, parliament was informed on Monday.

"The total teachers post lying vacant at the primary level both under the state sector and the Sarva Shiksha Abhiyan are 6, 06, 191," human resource development Minister Smriti Irani told the Rajya Sabha in a written reply.

"The states recruits teachers based on their recruitment rules. However, teachers who are appointed have to possess requisite qualification prescribed by the National Council for Teacher Education (NCTE) and pass the Teacher Eligibility Test (TET)," she added.
Irani said that the recruitment of teachers on contract basis therefore does not affect the quality of teaching adversely as all teachers recruited have to meet the educational qualification as well as professional qualifications.

"However, professional qualifications are sometimes relaxed under section 23 of the right of children to free and compulsory education (RTE) Act, 2009 for states where there is a shortage of professionally qualified teachers, with the provision that they acquire the same through a two year training programme in distance mode," she said.

Irani also informed that the pupil teacher ratio (PTR) has improved nationally to 1:25 and most states barring Bihar, Jharkhand and Uttar Pradesh have normative PTRs.

Petition asked the states and the UTs to recruit and train one lakh additional professionally trained teachers every month.
   

The PIL, filed by the National Coalition for Education — a network of organisations fighting for the RTE — said at least 1.5 lakh schools and 12 lakh trained teachers were required to fulfill the goals envisaged under the RTE.

 It sought a direction that "the states and UTs upgrade all deficient schools with appropriate physical infrastructure so as to be in compliance with the RTE Act within six months.

"The states and UTs regularise and make permanent all contract and para-teachers in the country," it said. The petition also said the states and UTs should disclose the number of students admitted under the Economically Weaker Section (EWS) quota in the state in accordance with the provisions of the Act. 






 
A bench headed by Chief Justice P Sathasivam issued notice and sought their response after summer vacation on a plea filed by an organisation, National Coalition for Education.
  
The plea said lack of resources and failure to implement provisions of the RTE Act has resulted in a significant decline in education performance.
  
Senior advocate Colin Gonsalves sought a direction to all the states to complete the required neighbourhood mapping within six months and new schools be constructed six months after completion of the process.
  
The petition asked the states and UTs to recruit and train one lakh additional professionally trained teachers to end the shortage of educators within a year.
  
It sought a direction that "the states and UTs upgrade all deficient schools with appropriate physical infrastructure so as to be in compliance with the RTE Act within six months.
  
"The states and UTs regularise and make permanent all contract and para-teachers in the country," it said.
  
The petition also said the states and UTs should disclose the number of students admitted under the Economically Weaker Section (EWS) quota in the state in accordance with the provisions of the Act.
  
"Based on the aforementioned facts, it is clear that the Right to Education is being violated across the country. These violations have persisted for years and remain today in face of the RTE Act's requirement that they be remedied within three years of it coming into force.
  
"And more troubling, they persist despite widespread awareness of their existence by various responsible governments and authorities and in the face of previous orders from this court on October 3, 2012 to remedy them," it said

याचिकाकर्ता ने लगाया है शिक्षा का अधिकार कानून के उल्लंघन का आरोप 

नई दिल्ली (ब्यूरो)। देशभर के स्कूलों में शिक्षकों और संसाधनों की कमी के चलते शिक्षा के अधिकार कानून (आरटीई) के उल्लंघन के आरोप पर सुप्रीम कोर्ट ने शुक्रवार को केंद्र व सभी राज्य सरकारों से जवाब तलब किया। सर्वोच्च अदालत में दायर याचिका में इस कानून पर सही तरीके से अमल कराने के लिए सरकारों को निर्देश जारी करने की मांग की गई है।
चीफ जस्टिस पी. सदाशिवम की अध्यक्षता वाली पीठ ने केंद्र, राज्य व केंद्र शासित प्रदेशों को नोटिस जारी कर ग्रीष्मावकाश के बाद जवाब दाखिल करने को कहा है। याचिका नेशनल कोलीशन फॉर एजुकेशन संगठन ने दायर की है। याचिका में कहा गया है कि संसाधनों की कमी और आरटीई के प्रावधानों को लागू करने में विफलता के कारण शिक्षा के क्षेत्र में काफी गिरावट आई है। पीठ के समक्ष वरिष्ठ अधिवक्ता कोलिन गोंसाविस ने सभी राज्यों को छह महीने के भीतर दूर-दराज के इलाकों का अध्ययन करने का निर्देश जारी करने का आग्रह किया। साथ ही कहा कि यह प्रक्रि या पूरी होने के बाद छह महीने के लिए नये स्कूलों का निर्माण होना चाहिए।

शिमला. प्रारंभिक शिक्षा विभाग ने जेबीटी और एलटी की इस माह होने वाली करीब 1808 शिक्षकों की भर्ती पर रोक लगा दी है। विभाग ने यह रोक हाईकोर्ट के उस आदेश के बाद लगाई है, जिसमें कोर्ट की आज्ञा के बिना शिक्षकों की भर्ती न करने को कहा है। इसमें 1308 जेबीटी और 500 भाषा अध्यापक (एलटी) है, जिनकी बैच वाइज भर्ती होनी थी।



होनी थी जेबीटी भर्ती
विभाग ने जेबीटी के 1308 पदों को अनुबंध आधार पर भरने का निर्णय लिया था। इसके आधार पर उनको 8910 रुपए मासिक वेतन दिया जाना था। इसके तहत बिलासपुर जिला में 20, चंबा जिला में 191, हमीरपुर जिला में 25, कांगड़ा जिला में 104, किन्नौर जिला में 20, कुल्लू जिला में 23, लाहौल-स्पीति जिला में 20, मंडी जिला में 191, शिमला जिला में 315, सिरमौर जिला में 134, सोलन में 120 और ऊना में 145 पदों को भरा जाना था।

विभाग में 12 सितंबर को काउंसलिंग के आदेश दे दिए थे। विभागीय स्तर पर जिला स्तर पर भाषा अध्यापकों (एलटी) 500 पदों को भरा जाना था। यह पद उन उम्मीदवारों के माध्यम से भरे जाने थे, जिन्होंने टीईटी की परीक्षा को पास किया था।

प्रक्रिया संशय में
हिमाचल प्रदेश पैरा टीचर एसोसिएशन के प्रदेशाध्यक्ष ने पैरा टीचरों को सरकार की तरफ से अब तक नियमित न करने पर सवाल उठाए हैं। उन्होंने पत्रकार वार्ता के दौरान सरकार पर दोहरी नीति अपनाने का आरोप लगाया।

भर्ती प्रक्रिया रोकी
उप निदेशक प्रारंभिक शिक्षा टीसी वर्मा ने शिमला जिला में जेबीटी भर्ती प्रक्रिया पर रोक लगाने की पुष्टि की।

The court noted that unless the National Council for Teachers Education (NCTE) permits, there cannot be any exemption from passing the Teachers Eligibility Test (TET) for the purpose of appointment to the impugned post.

The court passed this order on a petition filed by one Kamlesh Rana alleging that proper norms are not followed in the recently concluded appointments. The case has been listed for October 31.

HPTET : Interim bar by Himachal HC on appointment of teachers


The Himachal Pradesh High Court Monday restrained the state education department from making any appointment to post of teachers without permission of the court. The court further sought information from the deputy directors (education) of all the districts in the state regarding number of appointments made for the post of teachers during the period of August and September, 2012.

While passing this interim order a division bench comprising the Chief Justice Kurian Joseph and Justice Dharam Chand Chaudhary observed that presently it appears that there is no clarity in the appointment process of teachers. The court noted that unless the National Council for Teachers Education (NCTE) permits, there cannot be any exemption from passing the Teachers Eligibility Test (TET) for the purpose of appointment to the impugned post.

It further added that the appointments also cannot be made otherwise than the normal process of recruitment conducted by the Board. The appointment on batch-wise basis can be made only on the basis of merit in the batch concerned and not on the merit in the Teachers Eligibility Test (TET), it was observed.

The court passed this order on a petition filed by one Kamlesh Rana alleging that proper norms are not followed in the recently concluded appointments. The case has been listed for October 31.

HPTET : टेट की मेरिट पर नौकरी देने पर हाईकोर्ट ने लगाई रोक





शिमला. हिमाचल प्रदेश हाईकोर्ट ने टीजीटी की नियुक्ति के लिए भर्ती और पदोन्नति नियमों पर छूट देने वाले उन आदेशों को स्थाई कर दिया है, जिसके तहत टेट में हासिल मेरिट के आधार पर तैनाती देने का प्रावधान किया गया है।




मुख्य न्यायाधीश कुरियन जोसेफ व न्यायाधीश धर्मचंद चौधरी की खंडपीठ ने विजय पटियाल की तरफ से दायर याचिका की सुनवाई के दौरान ये आदेश पारित किए। हाईकोर्ट ने राज्य सरकार के उस आग्रह को अस्वीकार कर दिया, जिसके तहत राज्य सरकार ने गत चार जुलाई को पारित स्थगन आदेश से रोक हटाने की गुहार लगाई थी।


हाईकोर्ट ने कहा कि टेट परीक्षा केवल उम्मीदवारों की योग्यता को आंकने का जरिया मात्र है और यह नियुक्ति के लिए जरिया नहीं है। इसके लिए प्रतियोगिता परीक्षा अनिवार्य है। कोर्ट ने राज्य सरकार को याचिका का जवाब दायर करने के लिए अतिरिक्त समय दिया।

टीजीटी के समकक्ष परीक्षा उत्तीर्ण करना जरूरी
हाईकोर्ट ने कहा कि राज्य सरकार की तरफ से न्यायालय के समक्ष पेश किए गए रिकॉर्ड के दृष्टिगत राज्य सरकार स्थगन आदेश से रोक हटाने के लिए कानूनी तौर पर नाकाम रही है। याचिका में दिए गए तथ्यों के अनुसार शिक्षा विभाग की तरफ से टीजीटी की नियुक्ति के लिए 2009 में बनाए गए पदोन्नति और भर्ती नियमों के तहत उक्त पदों के लिए टीजीटी के समकक्ष परीक्षा उत्तीर्ण करना अति आवश्यक है। इन नियमों में किसी तरह की छूट का प्रावधान नहीं है।

HP govt response sought on plea challenging TGT recruitment order


SHIMLA: The Himachal Pradesh high court on Wednesday directed the state government to file a 'short reply' within two weeks as to how selection to the post of trained graduate teachers (TGT) was permissible without following the selection norms under the Recruitment and Promotion rules.

The court had stayed the notification of the department of Elementary Education of June 27, 2012 and also made it clear that until further orders, there shall be no appointment to any post of TGTs -- medical, non-medical and arts -- except in accordance with the rules.


A division bench comprising chief justice Kurian Joseph and justice D C Chaudhary passed these orders on the petition filed by one Digvijay Patyal, who challenged the notification of the department of Elementary Education, wherein it was provided that the posts of TGT in various disciplines (Arts, Non-Medical and Medical) are to be filled in relaxation of recruitment process based on merit of Teacher Eligibility Test (TET).

The petitioner alleged that the state was not giving appointment as per the prescribed rules and norms existing at the time of commencement of the selection process. It was offering appointment only on basis of merit of eligibility test and not following the procedure as laid down in the recruitment and promotion rules.

The petitioner sought a direction to the state government to hold a regular test as provided in Himachal Pradesh Elementary Education Department Trained Graduate Teacher and class-III (Non-Gazetted) R and P rules, 2009 for the recruitment of TGTs in various disciplines as was followed during normal couse of appointment in the past.

News Analysis :

Candidates need not be confused TET exam can be used for selection OR NOT.
By reading this NEWS , You can analyze that TET Merit can not be used for TGT selection, For TGT selection - A similar exam equivalent to TGT should be conduct.
If anybody have better explanation then he is WELCOME to provide details.
I have not seen Shimla HC copy.

NCTE guidelines for TET is applicable for PRT and Upper PRT teacher, where it suggests weightage of TET marks in selection. If no weightage of TET marks in selection then why a candidate will reappear in TET exam to improve his/her marks.


However relaxation in TET etc. is in  hands of State. And weighatge etc. in the hand of STATE.

From list of result, we can see ONLY 3956 candidates clear HPTET examination.
Very poor result.

According to the NCTE guidelines , Candidate must clear the Teacher Eligibility Test to become eligible for appointment as a teacher. And selection of teachers , weight-age of TET marks counted. Therefore it is highly important examination for teaching job aspiring candidates.
Candidates can reappear in TET examination to improve score (As per NCTE Guildelines )

According to the Statistics of School Education (2009-10), the total number of teachers in the country from pre-primary to senior secondary is 67.23 lakh. To meet the Pupil Teacher Ratio (PTR) norms specified under the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the Government has sanctioned 8.17 lakh additional teachers posts between 2010 and 2012 under Sarva Shiksha Abhiyan (SSA) 

The Government has taken several steps for preparing and providing quality teachers. The Centrally Sponsored Scheme of Teacher Education for the XII Plan envisages establishment of District Institutes of Education and Training in all districts created upto March, 2011 and of Block Institutes of Teacher Education for expanding capacity of teacher preparation. The National Council for Teacher Education (NCTE) grants recognition to institutions for starting programmes of teacher education. Several State Governments have also taken steps to expand teacher preparation capacity. In pursuance of the RTE Act, the NCTE has laid down the minimum teacher qualifications, including the requirement of passing the Teacher Eligibility Test as an essential qualification for being eligible for appointment as a teacher. Under the Sarva Shisksha Abhiyan, financial assistance is provided to the State Governments to enable the teachers of class I-VIII not possessing the minimum qualifications to acquire the same by 2015, and for training of in-service teachers for improving quality. 

This information was given by Dr. D. Purandeswari, Minister of State for Human Resource Development in a written reply to a question in the Lok Sabha today.
